This window mainly accepts 4 types of questions (suggestions):
First, key car companies have not fulfilled their commitment to a 60-day payment period, and the payment period agreed in the procurement contract exceeds 60 days.
Second, key car companies set unreasonable payment deadlines, delay the issuance of inspection or acceptance certificates without justifiable reasons, etc., and extend the payment period in disguise, as well as pay according to the payment conditions of receiving third-party payments or paying according to the proportion of third-party payment.
Third, key car companies are forced or disguised to force small and medium-sized enterprises to accept non-cash payment methods such as commercial bills and electronic vouchers for accounts receivable.
Fourth, other problems of key car companies that are ineffective in implementing the “Regulations on Ensuring the Payment of Small and Medium-sized Enterprises”.
The Ministry of Industry and Information Technology pointed out that the opening of the online problem (suggestion) reflection window for key car enterprises to practice account period commitments aims to accept relevant issues (suggestions) of small and medium-sized enterprises, promote key car enterprises to improve management processes, optimize payment methods, implement the “Regulations on Ensuring Payment of Small and Medium-sized Enterprises”, and effectively fulfill account period commitments to benefit the majority of small and medium-sized enterprises. In the next step, the Ministry of Industry and Information Technology will also guide industry institutions to study and formulate settlement and payment specifications for the automotive industry, implement contract models, further standardize the payment process of automobile enterprise suppliers, promote the construction of a win-win development ecology of “vehicle-parts” cooperation, and promote the healthy and sustainable development of the automobile industry.
